General Manager

Microsoft Hong Kong and Macau

Cally is the General Manager of Microsoft Hong Kong and Macau, and the lead for the company’s overall strategy and business operations, raising the talent bar and providing leadership in customer satisfaction and business growth.

She is responsible for helping Microsoft to fulfill its mission to empower every person and every organization to achieve more. The key focus is enabling technology, accelerating digital transformation for customers and partners, and empowering people and societies through technology innovations.

Cally is passionate about driving digital transformation and diversity. She is the Founding Chairwoman of the first-ever IT “FACE Club” (Female, Attract, Connect, and Engage) of the Hong Kong Computer Society. She is a Standing Committee Member and the Vice-Chairwoman of the Knowledge Transfer Committee of the Council of the Hong Kong University of Science and Technology, and a Convenor of the Public Relations and Promotion Committee of the Employees Retraining Board (ERB), to name a few of her external industry leadership positions.

Prof. Hui is Senior Associate Dean, Elman Family Professor of Business, and Deputy Head and Chair Professor in the Department of Information Systems, Business Statistics, and Operations Management at the HKUST Business School. He is also the Director of the Center for Business and Social Analytics (CBSA) and Academic Director of the HKUST EMBA Program for Chinese Executives, Kellogg-HKUST EMBA program, and MSc Program in Financial Technology. 

Prof. Hui’s research interests include cybercrime economics and policy, Fintech, privacy, IT policy, and electronic commerce. He has provided expert advice and consultancy services to various government and non-government organizations and companies. He obtained his BBA and PhD degrees from the Hong Kong University of Science and Technology.

Mr. Fred SHEU
National Technology Officer
Microsoft Hong Kong

As National Technology Officer at Microsoft Hong Kong, Fred supports policy decision and delivers technologically relevant and scalable solutions into Hong Kong market. His main objectives are to align IT value propositions to public policies in such areas as healthcare, education, the environment, and local social and economic development; and to promote a digital agenda in top policy areas, including innovation, security and privacy, technology neutrality, accessibility, and interoperability.

Prior to Microsoft, Fred worked with Hewlett Packard (HP) Enterprise where he was the General Manager of Software for HPE Hong Kong. Fred is an active veteran in Hong Kong ICT industry, he serves in councils of Hong Kong Computer Society (HKCS), itSMF Hong Kong Chapter and the Hong Kong Information Technology Federation (HKITF).

Prof. TAM Kar Yan, MH, JP

HKUST Business School


Prof. Tam is the Dean of HKUST Business School. He is a founding member of the School and an accomplished information systems scholar.

Under his leadership, the HKUST Business School is moving ahead with several major academic plans including fintech and green finance. He is currently heading a team of cross-disciplinary scholars to work on a major fintech project funded by the Research Grants Council under the Hong Kong Government.

Prof. Tam has also played an active role in promoting academia-business collaborations and startups. He is committed to public service and appointed to a number of education and policy groups, including the Curriculum Development Council (Chairman), the Research Grants Council, and the Hong Kong Productivity Council. Prof. Tam received his PhD from Purdue University, specializing in Big Data and Electronic Commerce.
